What problem does this solve?
A struggling student usually touches several systems: a tiered-support tracker, a special-education compliance system, a 504 binder, an English-learner file, and the nurse’s records. Each asks for the same information, staff type it repeatedly, and the deadlines that matter legally end up in someone’s memory. CetusEd puts the journey on one record and the deadlines in the software.
Who is it for, and what’s in it?
School psychologists, special-education teachers, interventionists, nurses, English-learner staff, counselors, paraeducators, building administrators, and the district office — 26 built-in roles, each scoped to what it needs to see. The product holds 100+ forms, score-documentation and analysis for 50+ normed assessment batteries with a configurable catalog (a district can add another assessment it uses or refresh a configuration for updated norms), 23 curriculum-based probe types plus 22 behavior and SEL measures, a decision engine (RIOT/ICEL, exclusionary factors, dual discrepancy, the four-point rule), and the statutory clocks. The advanced analysis for SLD eligibility includes the pattern-of-strengths-and-weaknesses (PSW) pathway and the culture–language matrix (C-LIM). The platform page walks through all of it.
Does it cover high school, or is this an elementary tool?
K–12 and exit. For grades 9–12 the record carries credit progress against the 24-credit framework, cumulative GPA, ELA and math graduation-pathway status, High School and Beyond Plan status with its statutory annual review (RCW 28A.230.090), and attendance/behavior/course early-warning signals — resolved into one on-track / at-risk read. Secondary transition starts at age 14 by default, with postsecondary goals and the Indicator 13 checklist; transfer-of-rights notice at 17; Summary of Performance at exit; age-out at the end of the school year a student turns 22. Can we just try it, without a sales call?
Yes — the product is the demo. Enter the app: it runs in your browser on this device, you set a passphrase on first run, and out of the box it sends nothing anywhere. No demo server, no credentials from us, no trial clock.
Does the software decide who is eligible?
No — deliberately. Each engine produces a recommendation with its reasoning shown, and the team confirms it. Nothing in the software writes an eligibility determination on its own.
Data & privacy
Where is our student data stored?
Where is it stored, and what do you hold?
On your own devices, in an encrypted local store — there is no vendor database holding student records. We hold nothing: out of the box the software makes no outbound request carrying student information, and every outbound request passes through one checkpoint that refuses anything the district has not turned on. The architecture, layer by layer.
Is the data encrypted, and what if we lose the key?
AES-256-GCM, before it is written. The key is generated on the device, cannot be copied out, and is wrapped by your passphrase and by a recovery code your IT department holds, so a forgotten passphrase is recoverable. If the passphrase and the recovery code are both lost with no recent backup, the data is unrecoverable, by you and by us. That is what “we hold no keys” costs.
Are backups encrypted?
Yes. A backup is a single encrypted container under a key derived from your backup password (PBKDF2, 600,000 iterations). Restore works by decrypting — a wrong password is refused, and a file modified in any way fails, because the authentication tag is the integrity check. A scheduled backup will not run without a backup password set; it pauses with a visible notice rather than writing anything unencrypted.
What if we want cross-device access or a central audit log?
Four tiers, each running on your account, from local-only through de-identified metadata and zero-knowledge encrypted backups to a custodial service you host. The two that can carry student data require a recorded data-processing attestation and your own connector address; until both are true the software refuses them. The tier table.
Does CetusEd write back to our student information system?
No. There is nothing in the software that writes to any external system. Roster data can flow in — by file today, and via OneRoster or Clever once a district stands up its own connector. Two-way movement is a sequence we have mapped, not a switch we can flip. What it would take, per vendor.
Can parents log in?
There is no family-facing portal and no family authentication anywhere in the product. Staff can display a read-only parent view, and parent-completable forms print or download. Reaching a parent by secure link requires the optional connector tier and the identity work described on the interoperability page.
Does the software use AI on student data?
No. The in-app assistant answers from 550+ authored entries stored on the device. No language model, no external inference call, and nothing about your students trains anything.
Security
The security questions a careful buyer asks.
Are you audited or penetration tested, and what are your open items?
Neither, and not yet booked — Cloudflare holds SOC 2 Type II and ISO 27001 for the hosting layer, which says nothing about this application. The privacy page names the security-review items in the same words we use internally: the open one is the audit itself; three items that used to be open are closed — inline scripts are no longer permitted by the browser security policy, storage no longer falls back to unencrypted, and school-scope enforcement fails closed and is pinned by a build guard. The documentation an assessor would ask for is written and available now.
How is access controlled?
Three layers: a role decides what you can do; a scope decides which schools and students; a third control decides who may open sensitive categories such as medical records, custody orders, and immigration documents. A student record carrying no school assignment is hidden rather than shown. Support impersonation cannot target a higher-ranked user, cannot cross schools the actor does not supervise, and does not grant the impersonated user’s permissions.
Is there an audit log?
Yes, hash-chained — an altered entry breaks the chain and raises a banner. It records FERPA §99.32 disclosure events (record views, document downloads, exports, copies), storing the student identifier and deliberately not the name.
Single sign-on, and does it phone home?
OpenID Connect with PKCE against Microsoft Entra ID, Google Workspace, or Clever; the signature check is on by default and you can require SSO and block email login entirely. Sign-in is the only thing identity is used for — nothing reaches into Workspace or Microsoft 365 content. There is no analytics host and no external runtime request; charting, PDF generation, and all six selectable font families are served from the app’s own origin.
Who are your subprocessors?
As normally installed, none receive student information. Cloudflare Pages serves the static files. A connector tier would run on your account; SSO uses your own identity provider. jsDelivr was removed as a subprocessor in July 2026 when the two JavaScript libraries were vendored and self-hosted.
Compliance
Which laws does the compliance engine encode?
Which laws, and which deadlines?
IDEA, Section 504, FERPA, ESSA Title III, and Washington rules including WAC 392-172A, WAC 392-160, and the graduation chapter. Eighteen named clocks are tracked: sixteen carry a legal citation, two are labelled as district policy, and a much larger set of triggers turns them into owned tasks. They cover the evaluation sequence, the initial IEP meeting, manifestation determination, interim-placement return, triennial reevaluation, 504 review, transfer of rights, age-out, EL identification and placement notice, reclassification and the four-year former-EL monitoring window, the HSBP annual review, and health authorization. The referral decision — is that 20 days or 25?
The rule in force in Washington is 25 school days (WAC 392-172A-03005(2)(c)). CetusEd ships a tighter district default of 20 so the full sequence fits inside the 60-school-day evaluation envelope, and labels it as a configurable district target rather than the statute; a district can set it anywhere from 5 to 25. ESHB 2557 does not address referral timelines at all — it sets the 35 / 5 / 40 evaluation clocks.
School days or calendar days? And can a user change a deadline?
Referral decision, evaluation schedule, manifestation determination, interim-placement return, and EL identification run on school days, skipping weekends and your own non-school calendar; the initial-IEP-meeting clock and others run on calendar days. The statutorily fixed ones cannot be changed at all — manifestation determination, EL identification, placement notice, transfer adoption, the life-threatening-condition rule, consent revocation. Others can be extended by a coordinator or administrator with a recorded justification. One note worth having in writing: the Section 504 evaluation window has no statutory deadline in Washington, so it is tracked as district policy and labelled that way.
Can we configure it to our policies?
Within a clear line between district-set and law-set. Administrators adjust the non-statutory items: the non-school-day calendar, the disproportionality threshold (default 1.5), allowed extensions, the 504 evaluation window, monitoring cadences, local norms, transition start age, equity flags. Fixed deadlines and cited psychometric constants are not configurable, and that lock is the compliance feature. One boundary: the platform is built to Washington law; another state’s rules are a scoped update we make and document, not a self-service toggle.
Is CetusEd giving us legal advice?
No. It encodes timelines and cites the rule. Your district’s counsel decides what compliance means in a given case.

What does running this actually take?
How hard is this to deploy, and will it run offline?
There is no server to stand up and no database to provision: host the files yourself or use the hosted version, then import a roster file with field mapping. The application is self-contained, installs as a progressive web app, and works with no network connection. Deployment and training time have not been measured in a real district — the pilot produces those numbers.
What does training look like?
Every step carries a short in-context guide, the assistant answers on any screen, and work auto-saves — built so a staff member can learn it without a manual.
What if the state adopts a statewide IEP platform?
Washington is building one under E2SSB 5263, with a pilot in 2027–28 and statewide launch in 2029–30, covering the IEP — not MTSS, 504, EL/ML, or health. CetusEd’s record is built on the shapes Washington already reports, so a handoff is a mapping problem rather than a rebuild. What that will actually take, including the state’s own stated technical requirements.
What happens to our data if CetusEd goes away?
You already have it — on your devices, with standing exports in open JSON, CSV, and PDF. If the company stops, you lose future updates; the data and the working software stay yours.
What support do we get, and what does it cost?
Direct access to the person who built the product, with no ticket tiers — a real advantage at one district and an obvious limit at fifty. Pilot terms, including cost, are shared directly with each district that reaches out and quoted in writing before any decision. Nothing on this site quotes a price.
What should we be worried about?
Three things, and they are the three we would raise from your side of the table. There is no completed pilot yet, so every claim about benefit is design intent rather than measured outcome. It has never run at scale — built against a simulated district of 20,317 students across 29 buildings, which is not two hundred people using it on a Tuesday morning. And the continuity question that comes with a very small company is real; the answer is that your data and your working software remain yours regardless.
