OSPI’s statewide IEP feasibility study (April 2025) reviewed the systems Washington districts use right now. Its findings are the problem statement CetusEd was built for.

A single vendor’s IEP system serves 83% of Washington districts, and Skyward is the SIS in 87.8%. The data flow between the two is where staff time goes.

E2SSB 5263 changes the map
Washington is procuring one statewide IEP system (pilot 2027-28, launch 2029-30). It will cover the IEP only, not MTSS, 504, EL/ML, or health. The whole-child record stays open.

The School Garden
Our class planted a garden behind the school. We put10 seeds in the dirt and gave them water every day.20 After two weeks little green plants started to grow. We30 were so excited to see them. Where CetusEd comes from

CetusEd was built by a Washington school psychologist and former special-education director, around the real workflows of MTSS, special education, Section 504, EL, and health. He still works in a Washington school district. That is stated up front because it is where the product’s judgment comes from, and because a district evaluating any vendor should know who is behind it.

If the district considering this is the founder’s employer, that is a conflict its own process governs: the disclosure goes to counsel and HR first, and the founder takes no part in any selection decision (ch. 42.23 RCW). For every other district it is simply provenance. The part to weigh either way: CetusEd is a very small company with a finished product and no completed pilot yet, so anything here about benefit is design intent rather than a measured result. It has never been run at scale — only against a simulated district of 20,317 students across 29 buildings. The pilot exists to produce the first evidence.

During the pilot, student records live on district-managed devices, encrypted at rest, never on an outside server. The sector’s largest breach (December 2024) came from one vendor’s central database; CetusEd keeps no central database of students at all.   • Local-only is the fail-closed default — a build check blocks any ungated upload of student data.
  • Encrypted at rest, encrypt-first (AES-256-GCM; the device key is wrapped by both your passphrase and a district-held recovery code) — records are ciphertext on disk and fail-closed if locked; device-disk encryption (BitLocker / FileVault) layers underneath.
  • By default no student record is uploaded to any server, and demo environments hold no real data at all.
  • Open, exportable records — no lock-in.
Recovery, and what the cloud tier requires
  • Recovery: a district-held recovery code restores a cleared device. Honest limit — passphrase and recovery code both lost with no recent backup = unrecoverable (the trade-off of keeping data only on your device, encrypted so even we can’t read it), so backups stay routine.
  • A recorded DPA attestation and a district-owned relay are both required in code before any cloud tier that can carry student data will turn on. Disclosure accounting runs regardless of tier.
  • If cloud is ever enabled, it’s per-district (its own worker) — never the developer’s account.

“It’s a browser app — what happens to our data if a laptop dies?”
A. Local-first is deliberate: disability data stays in the district, not a vendor’s cloud — a FERPA win. Backup, restore, and student-transfer are ready on day one; every record is audit-sealed, exportable, and lock-in-free. Ask for the lose-the-laptop and restore-from-backup demos.
“Does it integrate with our SIS?”
A. It coexists with your SIS, it doesn’t replace it. Roster import works on day one. OneRoster / Clever rostering and single sign-on are built and wait on your district connecting them. CetusEd is the MTSS / special-ed workflow layer — your SIS stays the enrollment system of record.
“Is it proven enough to trust with compliance?”
A. The pilot starts with the deep evaluation / IEP / eligibility core and phases in the rest alongside your team. Issues get fixed fast, and you hold an exportable, no-lock-in copy throughout, so your continuity never depends on us.
“Do families get documents in their language?”
A. Spanish from a built-in, native-speaker-reviewed template; every other language gets the document plus a flagged translation requirement. We don’t machine-translate legal notices — a mistranslated safeguards notice is a due-process risk. Human-in-the-loop by design.
“Is the software deciding eligibility?”
A. No. It’s decision-support — it assembles and cross-checks the evidence; the team makes every determination, as IDEA §300.306 requires. The gates only check that an IEP is complete before it can be finalized — they never decide who qualifies.
“What about support, security, and price?”
A. Low total cost and portable, exportable data (the full cost picture is quoted in writing to each district). The fair-question items (support timeline, references, SOC 2 / accessibility attestations) are answered directly, in writing, before any decision.

Several “gaps” are us being honest about boundaries — no fake translation, no auto-eligibility, 504 analytics phased. The rest are integration & go-to-market items, not rebuilds.
